Exposure Bias or Exposure Compensation is a way for you as the photographer to override what your camera claims is the correct exposure.
There are several scenarios where this can happen such as shooting during the winter where there is a lot of snow. Or the other extreme where there might be a lot of shadow creating an overly dark situation.
This type of adjustment is not limited to a DSLR. Many point and shot cameras will allow you to make fine adjustments to exposure too. Usually the camera will allow you to increase or decrease the exposure of a shot incrementally by as much as 5 stops, but this limit I'm sure is camera specific. If you look into your menu system on your camera (also check your manual) you will find a place where it lets you change these increments from the default of 1/3 of a stop to ½ or a full stop.
